Project name: Study of energy efficiency barriers in Peru.

Brief description: Creara developed a study of the barriers to the development of energy efficiency in Peru. This project was part of the Program for the Efficient and Sustainable Management of Energy Resources in Peru (PROSEMER), which was supported by the IDB. The objectives of the project were to identify the potential for energy efficiency in six sectors of Peru’s economy, determine the barriers to the realization and development of this potential, and develop a proposal to modify the regulatory framework and its mechanisms to eliminate these barriers. All energy demand sectors of the economy and the supply and transformation sector were covered: residential, commercial, industrial, public, transport and energy.

The impulse programs proposed by Creara, which integrated numerous energy efficiency measures, were multisectoral in nature and managed to overcome a wide range of barriers to the development of energy efficiency in Peru. Some examples of these programs are listed below:

  • Creation of an EE Agency and a National Energy Efficiency Fund (and design of the proposed law)
  • Training, communication and awareness plan on energy efficiency for professionals and the population.
  • Efficient Vehicle Promotion Plan
  • Plan for the promotion of cogeneration
  • Plan for the promotion of public lighting

 

Results achieved:  Through the project, Creara analysed Peru’s energy efficiency potential, identified the barriers to the realization and development of this potential, and elaborated proposals for solutions to mitigate them.

Creara drafted bills to promote the elimination of barriers to energy efficiency, establish measures to promote energy efficiency in buildings or constructions, as well as the acquisition of energy-efficient buildings, constructions and vehicles.

Finally, Creara designed a verification procedure for the implementation of EE programs and projects based on: (i) establishment of periodic targets and their tolerance ranges for the implementation of the proposed projects and programmes, and (ii) definition of a system of periodic monitoring of the degree of implementation and results obtained from the proposed projects and/or programmes.
